Requisition Number CAS - Divisional Programs and Operations Director - Carson, CA Post Date 9/3/2020 Title Operations Director City Carson State CA Description Divisional Programs and Operations Director Position Summary Working closely with the Divisional Social Services Director, the Divisional Programs and Operations Director (DPOD) will oversee the daily operations of Programs and Facilities for the Social Services Department. The DPOD will serve as a liaison between DHQ and social services programs to provide a smooth flow of accurate and timely information. Essential Functions 1. Interface with the Divisional Social Services Director on issues of concern to and within social services programs within the division. 2. Plan with relevant personnel all special activities, including professional training, client residential events, holiday events, seasonal assistance programs, and employee and volunteer recognitions. 3. Provide direct supervision to the program directors of Alegria, Bell Shelter, Community Integration Services, Hope Harbor, The Way In, Santa Fe Springs TLC, and Westwood Transitional Village, and any future expansions in Los Angeles County. 4. Provide technical assistance support to the Orange County Coordination s Social Services Director and the San Diego Coordination s Social Services Director. 5. The DPOD will provide direct supervision to any assigned interns. 6. Interface with the Development Department concerning fundraising for program units. 7. In collaboration with the Divisional Family Services Director, will provide coordination and guidance to the corps Family Services offices. 8. In collaboration with the Divisional Compliance Manager, will monitor program budgets and contract requirements to ensure compliance. 9. Assist the Divisional Social Services Director to conduct reviews/evaluations of all social services programs. 10. Assemble and lead quarterly meetings of the program directors for purposes of coordination and education. 11. Attend program advisory council meetings and assist the program directors with strengthening the councils and using them to their fullest potential. 12. Develop and implement plans of action in the event of resignation, illness, or personnel challenges related to the program directors, providing on-site coverage as needed during transitions. 13. Participate in community collaborative and federal/state/county/city councils and committees to maintain visibility for the Army. 14. Stay current on trends and services in the social services functions provided within CAS. 15. Provide quarterly reports on social services activities and outcomes. 16. Assist with the preparation of periodic grant applications (new and renewal) to funders. 17. Perform other related duties as assigned. Requirements Working Conditions Ability to walk, stand, bend, squat, climb, kneel and twist on an intermittent or sometimes continuous basis. Ability to grasp, push, pull objects such as files, file cabinet drawers, and reach overhead. Ability to operate computer, fax and telephone. Ability to lift up to 25 lbs. Minimum Qualifications 1. Masters degree in social work, public administration, or related field or ten years experience at a top-level management position in a nonprofit organization. 2. Five or more years experience working in a nonprofit at a management level. 3. Five or more years experience working with nonprofit organizations serving diverse populations and dealing with various social problems 4. Completion of at least 40 hours of continuing education every two years in areas selected from the followinghealth care, substance abuse, mental health, homelessness, business administration, grants and contracts administration, community resources, personnel supervision, and facility management. 5. Experience in managing program finances required; some experience or education in budgeting and accounting principles preferred. 6. Valid CA license, able to pass MVR report and safety classes. 7. Must be in good physical health and mental health, capable of meeting the demand of the position. 8. Willingness to submit to ABSO (criminal background check), child safety and Protect the Mission guidelines Skills, Knowledge & Abilities 1. Extensive knowledge of program development and operations. 2. Extensive knowledge of social services programs involving homelessness, substance abuse, domestic violence, mental health, child care, HIV/AIDS, families, and child abuse. 3. Knowledge of residential programs. 4. Knowledge of Salvation Army policies and procedures. 5. Knowledge of California employment law. 6. Experience with contract compliance. 7. Critical analytical skills. 8. Good communication skills, both written and oral. 9. Ability to interpret policies/analyses/ trends, etc. 10. Knowledge of applicable laws/policies/principles, etc. 11. Possess good managerial skills. 12. Possess problem identification & resolution skills. 13. Possess project management skills. 14.
