Job DescriptionJob Description Job Summary The Director, IT Business Relationship Management is an IT leadership position responsible for both performing the duties of a fully qualified senior level BRM, and supervising other BRMS at all levels. Responsible for understanding the business, assisting in the prioritization of projects, ensuring that projects align with the technology that provides maximum return on investment, and directing IT strategy in support of the overall business strategy.Job Duties: Business Relationship Management Develop and manage the relationship between IT and internal and external partners (health plans (HP), service providers, healthcare providers and our customers). Help and guide HP technology strategies to align within the overall business and IT strategy Identify and leverage synergy potentials across all lines of business (LOB) Represents IT to help HP resources escalate unresolved issues as required, routing those issues to the best solution partner Work in on-call fashion to represent IT to all HPs ensuring that downtime, outages and other system or application issues are properly communicated, managed, and corrected; this includes operating the business bridge in relationship to any NOC bridges, and attending NOC bridge calls after notification from NOC of any unusual events Ensure the HPs (Health Plan) understand the technology solution, overall solution delivery, and compliance to governance processes, architecture standards, etc. Assist with cost-benefit/ROI analyses for projects and assist business stakeholders in prioritizing projects submitted through our IT governance process. Work with stakeholders and project teams to prioritize requirements Research, review, analyze the effectiveness and efficiency of existing requirements-gathering processes, and develop strategies for enhancing or further leveraging these processes Participate in the IT annual budgeting and planning process for the assigned HPs as required Work with Business Architecture, Business Analysts, and IT Enterprise Architecture (EA) on projects to ensure best possible solutions to business requirements Participate with EA using NEWT for trials and the piloting of new tools; provide appropriate support and expertise in testing procedures and the development of appropriate testing standards, testing and distribution, implementation, and reporting; tracking and project planning support Management and Strategic Planning Direct supervision of others in a Business Relationship Manager role; this includes ccoordination of all human resources management activities for a region of BRMs including staffing, classification, orientation, development, and training; review and approve technical strategies and requirements as necessary; conduct appraisals and performance reviews of staff. Work with VP Medicaid IT LOB to hire, evaluate new staff through the probationary period, recommend termination and discipline staff As required, manage project teams and working groups; identify requirements, chair meetings, set objectives and goals and timetables; monitor and evaluate the quality, accuracy, and outcome of work Monitor expenditures and resources utilization, analyze resources issues and problems, and develop alternative resourcing approaches and prepare ad-hoc reports Participate in the development of operating and capital budgets; conduct strategic, risk and/or contingency planning analyses and prepare budget forecasts for ongoing support and renewal and for major projects; identify and choose the most cost-effective solutions that will meet overall corporate and IT objectives Contribute to the content and details of agreements, and how the resulting resources are to be allocated to deliver more effective services Contributes to the development of strategic frameworks for IT products, services, technologies, and support; develops strategic directions and alternative service delivery options; develops IT business and operational plans; provides technical advice, impact analysis, recommendations to IT management, and HP partners Research, designs, plans, and initiates new or enhanced IT services; identifies/solicits and evaluates business requirements, or responds to requests Innovation, Technological Trends Liaise and engage with other IT organizations (within and outside Molina) to research specific topics of interest to HPs Maintain an awareness of current and proposed technology issues and concerns within the IT industry and consider potential solutions to meet expectations and forecasted requirements Look for opportunities to leverage technology to achieve business objectives Stay abreast of new technologies and their ability to provide a competitive edge to assigned systems. Communicate to internal partners relevant IT innovations Communications Represent the IT team and HP at internal and external meetings, working groups, committees, discussions, and meetings, and as required, acts as HP IT leader Maintains regular communications with other IT teams to discuss issues, standards, policies, and practices Plans, creates, and conducts presentations to staff and partners on technological trends and developments Travels to the offices, partner locations and IT conferences as required Job Qualifications Required Education: Bachelor's Degree in Business, Healthcare, Computer Science, Information Systems or 10 years of related field or equivalent experience Required Experience: 7-10 years business function or relations management experience and/or 5-7 years IT or system delivery or related experience 3 years strategic planning experience Project management background Required Knowledge, Skills and Abilities: Management/leadership abilities Demonstrates Healthcare business process and/or functional knowledge Demonstrates use of tools, techniques and use of effective communications and soft skills to build and maintain effective business relationships on behalf of IT Ability to manage high volume of Demand Intake requests from various Business partners across multiple domain areas Ability to identify high level deliverables for cost estimations and timelines Maintains management/technical skills that can be utilized in the field to solve complex problems Preferred Qualifications: Master's Degree in Computer Science, Information Systems or Healthcare related field 3+ years management experience 3 - 5 years managed care experience Six Sigma Black Belt Agile certification or Project Management Professional (PMP) ITIL Certification Travel Requirements: Driving 10% PHYSICAL DEMANDS: Working environment is generally favorable and lighting and temperature are adequate. Work is generally performed in an office environment in which there is only minimal exposure to unpleasant and/or hazardous working conditions. Must have the ability to sit for long periods.
