OCSD is currently looking to fill the role of an Information Technology Analyst III. Under general supervision, the Information Technology (IT) Analyst III performs complex professional-level duties in the analysis, evaluation, design, development, programming, testing, implementation, documentation, and maintenance for a variety of industrial control systems and programs, SCADA servers, networks and process control application software and related systems support for the Orange County Sanitation District. Specifically, this person will support the wastewater treatment plant and sewage pump station Supervisory Control and Data Acquisition (SCADA) systems and Programmable Logic Controllers (PLC), HMI servers and graphics, and other operational systems; participate in production of the process control software consisting of developing PLC code, HMI graphics using OCSDs Microsoft Access based SCADA Administration Tool (SAT) Tag database for Capitol Improvement Projects (CIP) and also support day-to-day production issues; support the Industrial Control System (ICS) Ethernet network, Modbus Plus network, fiber optic network infrastructure; quickly analyze and respond to process control issues and SCADA problems to minimize operational impacts; analyze event logs and troubleshoot and resolve problems; support the building, field installation, testing, and deployment of application maintenance tasks and configuration changes; field commissioning of new projects; provide after-hours support as needed. This individual will spend time working in the field, commissioning projects or performing field troubleshooting. Will use tools to remove, install and test equipment including servers, networking equipment, power supplies, fiber optics and cabling. May climb ladders and will work near electrical equipment. The individual must have a working knowledge and understanding of Programmable Logic Controllers and/or Distributed Control Systems (DCS) with experience writing PLC or DCS programs, ideally using Schneider Electric Modicon ProWorx NxT and Control Expert (formerly Unity), configuration and development of HMI graphics using OCSDs CRISP system, Wonderware, DCS or similar HMI platform and the ability to interpret engineering drawings and documents including Process and Instrumentation Diagrams (P&IDs), Loop Drawings, Electrical Schematics to produce PLC logic, HMI graphics and OCSDs SCADA Administration Tool (SAT) databases using district application software and computer systems. This individual should be able to create PLC logic to district standards, design, maintain, troubleshoot and repair complex process control systems, troubleshoot instruments and devices connected to PLCs, configure and troubleshoot Ethernet and industry specific networks like Modus, Modus Plus, Ethernet ModbusTCP, support commissioning of complex process control systems and CIP projects, review and approve contractor submittals and work in a team environment with engineering, operations, maintenance and IT staff. The IT Analyst III should have knowledge and expertise in all phases of process control software development, requirements, definition, design, configuration, validation testing, data migration, training, and implementation support of plant process control and SCADA systems. QUALIFICATIONS & REQUIREMENTS 1. Bachelors degree from a college or university accredited by the U.S. Department of Education, with major coursework in computer science, information systems, or a related field. 2. Four (4) years of work experience in information systems or network programming and analysis, including two (2) years at a level comparable to an Information Technology Analyst II. Licenses and/or Certifications: Valid California Class C Drivers License. Experience in supporting and implementing solutions using ProWorx NxT, CRISP32 system, Wonderware HMI systems, Microsoft SQL Server, Modbus, Modbus Plus and Modbus TCP communication protocols is highly desirable. Other desirables include familiarity with Modicon Unity, Wonderware, Visual Studio.net and SQL Server database principles. (or until a sufficient number of qualified applications have been received) Hiring Salary Range: $104,124.80 - 114,795.20/Year (starting salary will be within this range based upon qualifications) SUPPLEMENTAL INFORMATION Physical Demands Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; ability to travel to various District sites, projects and/or meetings; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds. Environmental Elements Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures. Disaster Service Workers All Orange County Sanitation District employees are designated Disaster Service Workers through state law (California Government Code Section 3100-3109). Employment with the Orange County Sanitation District requires the affirmation of a loyalty oath to this effect. Employees are required to complete all related training as assigned, and to return to work as ordered in the event of an emergency.
